The Minister of Education Jokin Bildarratz presented on April 29 in Bilbao the Digital Transformation Plan of the Basque Education System 2022-2024, a plan in which the Department of Education will make an investment of 202.6 million euros during the three years of the period 2022-2024. Along with the counselor, the Deputy Minister of Education Begoña Pedrosa, the Deputy Minister of Vocational Training, Jorge Arévalo, and the Deputy Minister of Universities and Research, Adolfo Morais, participated in the presentation ceremony.

Students at the centre of learning

The new plan was born with the vocation of promoting a new framework as a lever for pedagogical innovation, thus strengthening the development of digital skills through the effective integration and optimal use of technologies in the education system. It places students at the center of the learning process, so that it develops its full potential in the digital age. Therefore, among the objectives set by the plan is to promote the digital skills of both students and teachers. It is, in short, an essential step for Basque students to successfully face the challenges of this century.

The priority of the new plan is the adaptation of all education systems to the digital age, at all stages. But the challenge posed by this transformation of the education system is not only at the pedagogical level, but also in terms of work organization, infrastructure and governance. In this context, transformation must occur driven by experimentation and the use of digital environments to improve pedagogical practices.

The Digital Transformation Plan understands this transformation as a challenge that must be addressed collectively, setting the following general objectives:

  • Promote the transformation of the Basque Education System through a renewed model that integrates the use or application of digital technologies.
  • Strengthen the skills of teaching staff and students to harness digital potential and integrate it into teaching and learning.
  • Promote collaboration between all actors in the education system to face the challenges posed by Digital Transformation.
  • Facilitate the adaptation and modernization of infrastructures that allow schools to be agile and guarantee connectivity, security and accessibility for all.
  • Promote the responsible use of digital technologies to avoid possible digital gaps and promote sustainable development in line with the 2030 Agenda.

All of the above is considered from three fundamental dimensions:

  • The people-oriented dimension will strengthen the training of professionals and students.
  • The technological dimension will provide infrastructures and tools that facilitate the quality training process and excellent research.
  • The dimension that covers the entire system, promoting the planning of digital transformation throughout the Basque education system, from early childhood education to university, serving the network that includes Science and Universities.
